I live in TX (blah) and I have all my life and our winters can get cold, but snow is rare. They just learn to "go" quicker when it's colder out - as long as you don't go on long walks your dog will be fine. Keep in mind that MOST of the clothing and boots available are very uncomfortable for the dog. It can restrict movement and that can make a dog uncomfortable and they may feel trapped. Clothing can also rub the fur the wrong way, make the dog overly hot, etc. I would go with a soft sweater or a simple, soft jacket if you need to.
