Those are two very different breeds, and its not just because they don’t look the same.
Here is some good research on the breeds. Read about them, write down all the pros and cons that you may have about each breed as you read about them, compare how many pros and cons that you’ve written about them, and pick the one that has more pros than cons. :0)

I had 42 years of schnauzers and changed to a havanese. Both are fun, loving, energetic. Havs are a little quieter, need to be brushed more ( don’t tangle much) and think that commands are just suggestions. I miss that schnauzer “tell me what to do so I can please you” attitude. Technically they don’t shed but I end up with bits of that fine silky Hav hair everywhere however Lola is full coated not trimmed to puppy cut.
they are both really good dogs. I have a mini doxie in my apartment but my neighbors have a mini schnauzer and the people upstairs has a havanese. I personally prefer the schnauzer. He is so friendly and and energetic. But they are both well suited for apartment living. If you are not set on these two specific breeds you should also check out your local shelters for small dogs.
My miniature schnauzer is playful and friendly, but he’s also full of energy and needs a lot of exercise. I’d pick a schnauzer (but I’m obviously biased!), but really look into both breeds before you get either one. Also, schnauzers can be very protective, and bark a lot at noises. Maybe not so good for an apartment?
I dont think no dog is good for an apartment as they all need room to run and unfortunately with an apt that will not happen. Would you be happy in a small space? Is the person home all day or working all day? I would suggest a cat! We have a Bischon frise-poodle mix and he is very friendly and playful. Stay with the cat!!!
You could always get both.
I’d pick the miniature schnauzer
I don’t know any Havanese. My mini schnauzer has done well in apartments and houses. He likes a nice long walks but is also happy with several short sessions of toy-chasing per day.
I don’t really know anything about Havaneses but Miniature Schnauzers make horrid apartment dogs.
They WILL make your home a race track.
