You have to train them.
as to the other poster. Why take a dog offleash? why not? my dog enjoys it more, and so do I. he is on his leash means business offleash he knows he can do as he please (offcourse such as run, swim chase birds. not be outrageous and annoying)
you have to work on teaching the dog to come, and heel.
Even then, not all dogs will stay close.. sometimes it comes down to the individual dog, and your consistency.
Why do people feel this need to keep their dogs off leash? Your dog is safer on a leash.. there are leash laws for a reason.. not just to prevent your dog from running off, but it may help prevent any issues.
A dog doesnt need to be off-leash to enjoy activities.. there are flexi leashes for these purposes.. you can also contain your dog in a FENCED area if you want to enjoy off-leash time.
